Transcription:

Bow - Bowman gets line or boathook ready. If no Bowman then bow oar boats his oar and performs this function.

Way enough - one more stroke taken after the order.

Boat oars. Fenders out - Crutches in. Make fast forward. Make fast aft.

Any boat can go freely on any tidal water. This does not necessarily give right of access.

Whoever owns bank owns river bed.

Severn, Trent, Wye rivers are freely navigable.
